Payment and Service Delivery Innovation Models
At Joy Street, we understand that payment and service delivery models are tightly linked. The way in which services are delivered cannot evolve unless payment mechanisms support that evolution – and, conversely, changes in payment models are often an effective strategy for driving forward-looking service delivery change.
We have significant experience leading and supporting payment and service delivery innovation initiatives, including those with roots in both the public and private sectors. A particular focus of our work to date has been Medicaid innovation endeavors, especially those focused on health-related social needs. We have also led Pay for Success projects, which leverage finance sector approaches to bring about positive social outcomes.
Notably, Joy Street is adept at designing the models, drafting the policies, and developing the workplans needed to launch such initiatives, as well as at providing the hands-on management, training, and support that is essential to their long-term success.

Workforce Development
Our projects in the workforce space are grounded in our recognition that even the best designed service delivery model or system risks failure if its workforce is not capable, motivated, and sustainable.
Our focus on the healthcare and behavioral health workforces, in particular, is informed by our past work designing and implementing recruitment/retention programs and training initiatives for community health centers, community mental health centers, and large integrated healthcare systems.
We have notable workforce-specific expertise in the “lived-experience” workforces (e.g., community health workers, certified peer specialists, recovery coaches), as well as in programs for primary care physicians, community psychiatrists, advanced practice nurses and registered nurses, and licensed behavioral health providers.
Importantly, we also draw upon the insights we have earned through our close engagement with various workforces to inform how we design and support new programs – thus increasing the ease and success of implementing these programs “on the ground.”

Complex Initiatives
We excel at designing, leading, and managing ambitious initiatives with many moving pieces.
Our work on such projects is driven by our innate optimism about what can be accomplished, our love of complexity, and our delight in contributing to endeavors that can have a large-scale impact or are the first of their kind. We bring a wealth of tools and experiences to these engagements, including but not limited to: formal training in data modeling, strategy, and organizational processes; a record of success in fostering collaboration across silos and sectors; and the creativity and persistence needed to solve even the thorniest of problems so that goals can be achieved.
Joy Street’s involvement in large-scale or innovative undertakings spans sectors: to date, we have led or supported initiatives in homelessness/housing; Medicaid re-design; and community health and behavioral health – and we welcome the opportunity to leverage our toolbox to help bring to life novel or big ideas for social good in a wide array of domains.
